Copying category to other outfits not working (Makeup/Accessory)

Been having this problem ever since the latest update in two different save files. The first save was modded in the past but I've had mods disabled since the Blast from the Past event on February 4...

When in create a sim the apply all button is completely broken and won’t apply everything from makeup, jewelry, lipstick, etc. to my sims outfits. I have to go in one by one to apply it and it’s so annoying.
