(Debug) items disappear when placing lot from gallery/library

since the most recent update, lots I have built (so I know I own everything used to make them) have been missing items when placed from the gallery. Seems pretty random what is missing, usually just landscaping but sometimes items required for the lot ex: every time I place a park either the trash can, grill or picnic table is missing. Even having issues placing them on the lots they were originally built on and saved on.
