I took a group of sims out to a restaurant and was there for 12 sim hours without the food arriving. I gave up in the end, I enabled cheats and reset the sims, closed the game down and tried it again...
Ideas
I tested 2, the base game restaurant and one I downloaded off the gallery and neither worked.
All employees are present and I never tried running the restaurant, I just took my sims there for food.
The food was never cooked.
