[DO] No host or chefs at restaurant (Visit)

Whenever I visit any restaurant, no chef or hosts are present, so I can't sit at a table or order any food or drink. The fame setting in options isn't checked.  Edit By Crinrict: Added pack tag to ...

I have had this same issue since the last update. No one is at the restaurants to run them. No staff are there. I have tried taking my mod folder out and even starting a new save file without  any mods. The restaurants have no one there to run it.
