My sim has purchased a restaurant which inconsistently results in the “error for game to load 123” code. I have tried removing my mods, bulldozing the lot and replacing it and the issue still persist...

Please test your issue on a vanilla game
To verify on a vanilla game, move your mods folder to the desktop and delete the following files from your user folder.
- localthumbcache
- Any lastException Files
- Any LastCrash files.
Test a backup of your save as you will loose all cc on the save and see if the same error occurs, then report back.
Please post the content of any new lastexceptions you're still getting with your mods/cc removed.

I can't find the lastException in your post ? Did you try to attach it ? You need to post the content as asked above. Need to be sure which thread to merge your post with so please post that as asked.
You didn't state how you removed your mods, it's important that you move out your mods folder and not just disable them.

Yes, when I test I remove my mods folder entirely that's why I said it has nothing to do with mods. Without my mods folder it still gives me "123... error code" when I try to travel on non residential lots
