Yes，After deleting all mods and game saves, the test results were still the same.

I've had this issue when playing on console also. Roommates get food from thin air, and place on toilets.
Oh I remember this one it's an old bug, there was a report on AHQ too.
This is also happening on residential lots when you have roommates.
