[DU] Student organizations assign random non-student Sims as members

Issue Description:
When viewing the membership of student organizations (e.g., Art Society, Debate Guild, Bot Savants, Brainiacs, etc.), the game populates these organizations with random Sims who may not be university students. This includes Sims who are not enrolled in any university, Sims who have never attended university, or Sims from outside the university world entirely. Organizations are intended to consist exclusively of currently enrolled students at Britechester University or Foxbury Institute.

Expected Behavior:
All members of university organizations should be currently enrolled students at either Britechester University or Foxbury Institute. Non-students (including adults not enrolled, teens, elders, or Sims who have graduated and are no longer students) should not appear as members of these campus-exclusive groups.

Steps to Reproduce:

  1. Install Discover University expansion pack.
  2. Enroll a Sim at either Britechester University or Foxbury Institute.
  3. Go to an organization's event.
  4. Check the enrollment status of several non-player Sim members by trying to ask them about their degree or checking their Sim profile.

Actual Result:
The organization membership lists contain random Sims who are not university students, including:

  • Sims who are not enrolled in any university
  • Sims who have never attended university
  • Sims who may be from outside the Britechester world entirely
  • Potentially Sims of ages other than Young Adult (the expected university student age)

Additional Notes:

  • A modder has identified a related underlying issue: an error where Sims are enrolled in a university organization but don't have a "tracker" object for it, which can cause organization service failures. The mod description notes: "The error comes from Sims that are enrolled into a Uni organization but which don't have a 'tracker' object for it. It's unclear if this always is because the Sims in question died and were culled by the game".
  • This suggests the game may be failing to properly remove Sims from organizations when they leave university, graduate, or are culled from the game.
  • The issue may be cumulative, with organization-related bugs becoming more noticeable after extended gameplay.

Impact:
Breaks immersion and undermines the purpose of university-exclusive organizations. Seeing non-students as members of campus groups makes no logical sense within the game's university setting. It also may interfere with organization events and progression, as non-student members cannot properly participate in student-only activities.
