That's not a bug. That toggle is for making things change the footprint. You've turned off changing the footprint, not the effects of the footprint. You need to get the footprint to neutral before turning it off or use the debug cheat to set it to neutral.
Eco_Footprint.Set_Eco_Footprint_State 1
This cheat sets it neutral.

TiinaAken What platform are you playing on ? PC or Mac ?
Intern_Waffle_64 This was treated as bug at AHQ. The option description says you should no longer be affected. Up to EA to decide if this is design or not.

It says NAPs and OBJECTS should not affect the environment. It makes no mention whatsoever of eco footprints themselves not doing anything. Presumably so you can have environments permanently industrial or green.
None of that wording implies "existing footprints will be defaulted to neutral and no longer display visual or gameplay effects", that's a whole different sentence lol

It was treated as a bug at AHQ so it's really EA's call if it's a bug or not that's all I'm saying.

I have been dealing with this bug for over a year. Basically, regardless if Eco Footprint Gameplay and NPC Voting gameplay is turned on or off, I will still get notifications of the Eco Footprint changing the environment, from Green, Neutral, or Industrial. Sometimes the environment won't change past Neutral, other times it will go to Industrial and the world is covered in smog.
I have tried everything: uninstalling & reinstalling the EA App, updating the EA App, clearing the cache, repairing the EA App, and toggling the Eco Footprint & NPC Voting on & off. NONE of this works. NONE. OF. IT. Sometimes the bug goes away when the game updates or I purchase a new DLC, other times the bug COMES BACK after an update or purchasing a pack.
I can't disable the pack from the EA App. I do not get the "View Properties" option from the "Manage" button, just "Manage Add Ons". I'm also not tech savvy enough to figure out how to get the "View Properties" option to appear. And since I can't figure it out, I have to repeatedly enter in the Eco Footprint Gameplay cheat code. It's VERY ANNOYING to have to keep entering in the cheat code for "Green" or "Neutral" every time the Eco Footprint changes to Industrial. I shouldn't have to use solar panels, wind turbines, or "Off the Grid" items to reduce power consumption when the Eco Footprint Gameplay & NPC Voting options are TURNED. OFF.
I do use mods and custom content. However, this bug appears regardless if I have mods installed or not. Believe me, I've tried anything within my knowledge to see if the bug disappears and it won't. I am beyond frustrated. This bug makes this game near unplayable for me.
How on earth can I make this bug GO AWAY?!

I am also getting this bug, but I also get notifications that the Footprint has changed even with Eco Footprint Gameplay and NPC Voting are turned off. Here is my post for those who are interested: Eco Footprint still changing though Eco Footprint & NPC Voting are turned off | EA Forums - 12406891

Do you just get a notification or does the footprint actually appear on the map and on the lots ?
Like do you have this
or is it just the notifications and the moodlet ?
The notifications for the NAPs have a thread here so please use that: [ECO] Messages for NAP being passed with Option turned off (1.109.185) | EA Forums - 12042750 and I see you already found the one for the moodlet.

I am currently playing in Del Sol Valley and have eco footprints turned off but my world randomly turned smoggy. I have tried to toggle the eco footprint back on and off and it doesnt seem to fix. I am playing on PC.

Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- Is this just a visual effect or is the actual footprint still visible ?
- to be sure, it's not a moodlet you're getting but the world ?
- Could you post a picture ?
