I found this post bc I am experiencing the same thing. I have never tried to play Eco Living before and was excited to do a play through finally and it's really bumming me out bc there is no community in the community space =(
I ended up using a mod to fix this issue.

I tried this -- it didn't work for me sadly! I dont know if it's because I play on a mac?
I am not familiar enough with mac computers to say, but when I added this mod, I thought it didn't work: I had to wait a while before Sims started to show up.
I'll try again and see if that does the trick; the last thing you want for a community lot is for the community to be absent bahaha.
