[ECO] Smog Vacuum no longer affects neighborhood eco footprint

Issue Description:
When the Smog Vacuum is used on a residential lot, it no longer has any effect on the neighborhood's eco footprint. Using the vacuum to suck up or expel smog does not cause the eco footprint meter to increase toward Industrial or decrease toward Green. The object's intended function temporarily improving air quality and influencing the eco footprint appears to be broken.

Expected Behavior:
The Smog Vacuum is designed to suck smog out of the world and clean the air, which should temporarily improve the neighborhood's eco footprint . Using it should cause a noticeable shift in the eco footprint meter toward Green. Additionally, the Smog Vacuum can be used to repair burnt furniture, which also affects the eco footprint .

Steps to Reproduce:

  1. Join the Civil Designer career and reach Level 2 to unlock the Smog Vacuum blueprint .
  2. Fabricate the Smog Vacuum using the Fabricator .
  3. Use the Smog Vacuum to suck up smog in the neighborhood.
  4. Check the eco footprint meter near the game clock  before and after use.
  5. Observe whether the meter changes.

Actual Result:
The eco footprint meter does not change after using the Smog Vacuum. The vacuum has no measurable impact on the neighborhood's pollution level.

Additional Notes:

  • The eco footprint system operates on a neighborhood level and is calculated based on objects, lot traits, and neighborhood action plans .
  • The eco footprint can be disabled in game settings, but this bug occurs with the system enabled .
  • Some players have reported that the eco footprint tends to drift back to neutral regardless of player actions, requiring significant effort to maintain a Green footprint .
  • A related bug has been reported where Smog Vacuums break when placed in household inventory and cannot be repaired .

Impact:
Moderate. This bug removes a key tool for players trying to actively manage their neighborhood's eco footprint. Without the Smog Vacuum functioning correctly, players must rely solely on build mode objects, lot traits, and neighborhood action plans to influence pollution levels, reducing the effectiveness of active gameplay.

  • I have noticed in my gameplay Sims cannot pick it up in live mode.  They are unable to put it in their inventory unless it is gifted to them by another Sim.
