yes, it's possible but there could also be other reasons.
Did you delete ALL the Sims ? There's also hidden Sims that can be the issue but you can't really get to them without being able to load a household and installing MCCC.
crinrict I tried like you said to delete all the sims in "other households", then tried to load one of my households, since it didn't load I restarted the game and deleted all "my households" (so I had the "other households" back) and same. I haven't tried to delete absolutely all the households in my and other households yet, but I can do it.
I have 3 saves and it's the only one doing this, I can load any household in the other saves without issue. But the other saves have less sims.

I'm not entirely sure what happens if you delete every household in the household in the household manager but try to keep one not living anywhere that you haven't touched and delete everything else. If you have any premades in other households that you haven't played and that still look the same as originally (not touched by NS), that would be best.
