Had trouble getting the couple to perform vows at the arch. It says partner wasn’t near when they are both standing by the arch. Nothing was in the way. Had to restart game now for it to work?

I've had this problem too. Both times my sim got married I had to use "Exchange Vows" under the Romance Exchange due to the arch not working.
