I tried linking the previously closed thread, but the site wouldn't let me, but its that bug exactly. This screenshot was taken today upon loading into the game without mods. I have noticed this ...

Do you have the memory boost active ?

I can't duplicate this with your settings at all so maybe it's the memory boost and it's still broken in that mode ? Didn't test this

EDIT: Nope, can't replicate with memory boost enabled either.
