Firefighters don't do anything

I had this problem for the first time today. Firefighters arriving and doing nothing.

I have been struggling with this but I just tried in a fresh save with no mods and all my cashes cleared, and still my firefighters will show up to a fire and just stand outside until it's burned out or my sims extinguish it. I have the save file ready to go for sharing. I see a thread about this from 9 months ago... why is this still an issue? 

Also bartenders... in this fresh unmodded save file I go to a bar and the bartender keeps canceling my drink order out -if they allow me to place it at all. I got one drink out of about fifteen i tried to order. 

My sim living in the new world in the Enchanted By Nature pack started a fire at the stove. The fire alarm sounded and the fire fighters showed up. They stood on the sidewalk and never came in the house! My sim ended up catching on fire. I sent her to "Extinguish Self" and still they stood on the sidewalk as the kitchen was being engulfed in flames. I sent her to put out the fire which she managed to do. When the fire alarm stopped and the fire was put out the fire fighters standing on the sidewalk poofed and disappeared. I have no mods or CC and never have.

Called the fire brigade and here they stood whilst the fire raged in the kitchen...

Yep, eventually my sim mum had to go and put it out herself because they just wouldn't move.

When firefighters arrive at a lot, they spend an excessively long time "thinking" (idling) before starting to extinguish the fire. Additionally, if a fire occurs during a party (with the maximum number of guests), the firefighters may not arrive at all until the number of characters on the lot decreases. Moreover, upon entering the house, firefighters first complain about the dirty environment (dishes, trash, dust, etc.) instead of immediately addressing the fire.

UPD: By the way, in this case the firefighters did not begin to extinguish the fire. It went out on its own.

Firefighters really just stand there and wait for the entire house to burn down lol 

Ian had to step in and do the firefighters' job after more and more objects caught on fire.

Fire Fighters can fit into unroutable errors to better fight fires.
