I have just had this issue. I had a bug infestation at my rental property (my sim is the landlord). I went to the property. I used the bug spray option that cost $400. As soon as I had done that I got the message in the attached partial screenshot.
I do not have any mods installed. I have all expansion packs except Enchanted by Nature. I have all game packs and all stuff packs. I have some of the kits. Please let me know if you need a list of the kits I have.
Edit: My sim has the Freelance Botonist Aspiration and is running a rental as a side business, as well as having a small business.
Edit2: This also just happened with a tenant revolt event, after I went over to the property immediately and promised better conditions.
Edit3: And once again it happened with the explosive malfunction event. As soon as I replaced the stove I got the message saying I had done nothing to address the event again. My tenant also happened to cause a fire on the barbecue at the same time, but I think that was unrelated. Screenshot of the message attached.
Edit4: The Pet adoption drive succeeded and the unit rating went up.
