It is also worth checking the games settings as you might have accidentally turned off Residential Rental Events. I was only recently playing with Residential Rentals and my Landlord Sim had to attend to a water issue.
They're enabled in the game settings because I get the other ones. Is there a special setting for the water heater and fuse box events I can't find. Also, every time I click on them, it always says they're in top shape.
I don't believe there is additional settings for them. I just recall having one of those events happen in my game fairly recently.
