I can say this is affecting both households and lots in my game. Almost (if not all) households I've made (even ones I just made and saved) are getting this pop-up message despite having all packs. As for lots, it's not always the case. Even with lots with packs included, it seems to affect only some of the lots in my save. Not sure which "content" it's claiming I don't have, but when I look at the lots/households, I have everything there.
