Thanks a lot for the tip! I deleted the tray file like you suggested, and it worked. I was finally able to delete the lot. Really appreciate your help!
So I did some further testing for this, found a lot that had the issue and for me it only happened when I used resume. When I used load it was fine. The tray file for this lot were only there temporarily for me so when I restarted the game I could bulldoze with no issues.
