Getting charged by imaginary ServiceNPC (sometimes multiple times)

Whenever a Sim I control leaves the lot and comes back, no matter how many times a day, every time I return to the home lot I'm greeted with "A maid cleaned your house while you were away" and I lose 40 simoleons. Even if another Sim remains on the lot, even if I'm going to work or school, even if it's in the afternoon and the maid was already (legitimately) there in the morning. I do not use mods or have any CC. This has been happening to me for years on every save, even with new games started on new computers.
