I cant frame an autographed photo anymore.
My game is in Czech language (PC), no mods used
For comparsion I added two photos.

I tested this both in my existing saves with many autographs and a new autogram.
The new autograph came framed already and I couldn't change the existing one and the old ones didn't have the option (neither to change nor to frame unframed ones)
In this case I think the bug is the frame options showing up. The Celebrity Autographs have never had any framing options. There are 3 different autograph types* - depending on the fame level. Only the higher level celebrities give framed autographs. The frames are either black or white.
*Rising Star, B-Lister, Proper Celebrity and up.
