Have there been any updates on this? I ran into it for the first time today. I had mods installed, so I removed them, but I still ran into the issue. I've attached some Screenshots of my experience. I'd like to note that I tried a full new save after removing the mods and different worlds as well. The issue appeared the same. Not sure if that makes a difference, but figured I'd mention it. Also, my second to last screenshot, I noticed that the missing rocks/plants are loading outside of the lot when you have the item in hand. Once place it disappeared. It was jumpy and hard to catch, but I got it.
This is one of lilsimsie's favorite items. I wonder if her saves are experiencing it...👀
