Gnomes Glitch-Dancing/ Jumping around

Garden gnomes are dancing/jumping moving around after today's update and its very creepy!

My poolside gnome was dancing pre-update. Post-update all the gnomes dance even while they're active for harvest day.

    This is now the second time I've heard of this happening prior to the update.  Is it possible this isn't a mistakenly activated feature of the new pack but actually a part of the event?

    Additional:  This is from a new game after removing mod folder completely and repairing.
