Every time an older sim tries to help a child learn to ride a bike or a child asks for help learning, the interaction is canceled with no reasoning, like being unable to walk there.

I also had this problem with a kid! I had her try figuring it out on her own for awhile. IIRC, it finally worked when the kid had the bike in their inventory instead of placed out in the world and asked the parent for help.
I had to have the child add the boke to their inventory too in order for it to work.
