[GRO] Infants never get Little Babbler quirk

This is straightforward: Growing Together features an Infant Quirk called "Little Babbler" (internally: "Talker") which seems to work perfectly fine, but is never naturally generated by loot_Infants_...

I still have not seen this infant quirk and have played with another 6-8 infants since my last reply to this post.

    I've played with another 6 infants or so and still have not seen this quirk.
