So glad to see that this issue is getting attention again! I'm the one who made the original thread, but it didn't really gain any traction, and then EA migrated the forums (or whatever the word is) and I couldn't figure out if my post transferred over, and I kind of just forgot about it/gave up in frustration. I don't have any programming knowledge, but it sounds like this issue would be a simple fix based on what you found. Really hoping this bug gets more attention this time around (and it seems like it already has, as it's made it onto crinrict's list and has many more votes than the old thread). I love infants and their quirks, and it's such a shame that this quirk got left out over a tiny mistake. I pre-ordered Growing Together and have played with over 300 infants since then, so I'm long overdue for a little babbler lol. Hopefully this is fixed soon! :)
