[GRO] Infants Without Fun Need Have Green Fun Bar

For infants that do not have the milestones to unlock the fun panel, it is supposed to be entirely grey. The recent patch has made it incorrectly have a green tip which shouldnt be there

it can even start decaying!

The Fun Need will now properly remain greyed out until an Infant Sim unlocks the Sit Up Milestone.

Fixed in Patch 1.124.54/2.33
