I'm having this same issue as well. My infant will sparkle, have the "circle" showing achieving milestone, family come to watch, circle completes... and nothing happens nor is there a new milestone showing in her simology panel. Then it's like she gets stuck in an "achieve milestone" constant loop, which keeps my other sims constantly running to her to see... but no new milestone. I have to leave the lot or exit & reload game to get her out of the loop, only for it to start again on the next "milestone".
This is happening with & without mods; on new "clean" save; as well as new repaired game.
Playing on PC, and I have all the EPs, SPs, GPs, and all but 3 of the kits.
