I have a lot of issues with milestones in general but particularly with infants and toddlers. I'm not sure I've run into these exact ones but I have had one infant who got the learn to sit up milestone about 5 times but it never showed up in the milestones panel and the infant couldn't actually sit up. Or I'll get the reaching milestone interaction appear in the infants queue but then nothing will happen. Sometimes they'll even glow and have the music for a milestone but then nothing happens, no notification, no new interactions or animations, nothing new in the milestones panel. This has happened with multiple Sims across multiple saves.
