I've build a retail building (get to work) on the Torendi Tower penthouse lot in San Myshuno.
When I enter Live Mode no Sims come to shop. The game does spawn people down on the ground who behave normally but nobody comes upstairs. There are also no Sims with special titles above their heads like there normally is with retail lots from Get to Work (liker "customer").
I tried placing the same build on a normal lot in Newcrest and Sims did spawn as expected.
I play on PC in English and I am only playing with Get to Work and City Living (I deactivated other packs I own) - I also have no mods installed.
