[GTW] Detective Career Receptionist Doesn't Appear at Front Desk

This is an old bug that was never fixed. I'm using the same title as the previous bug report. This bug occurs when working in the detective career. The receptionist sometimes doesn't appear at the front desk when loading into the lot for the first time or after coming back from a crime scene or patrol. Other NPCs affected on the police station lots are the assistants. They don't sit at their proper desks upon loading the lot.
