I noticed this happening in my game recently too. I'm playing in a fairly new save. I started a new one for the enchanted by nature pack. On Spooky day I put my sim in the Princess Leia costume, but she didn't have the princess Leia hair. She had her own hair. All of the trick or treaters that showed up were not wearing masks either.
