Head to Neck Texture Not Smooth and Can See Seam

Product: The Sims 4

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.114.46
What expansions, game packs, and stuff packs do you have installed? All
How can we find the bug ourselves? Load a female sim in CAS and load the full body star wars outfit (see pictures) or the clothes shown in pics.
What happens when the bug occurs? Visual Bug, doesn't affect the gameplay but its quite immersion breaking and frankly, it makes me less inclined to edit or create new sims in CAS mode.
What happens when the bug occurs? There is a hard visible seam at neck
What do you expect to see? There shouldn't be a seam/break there.
Have you installed any customization with the game, e.g. Custom Content or Mods? No

Version Number: 1.114.46 (DX11)

Steps: How can we find the bug ourselves? Enter CAS and import sims, go close enough to sims neck and you'll see a very thin neck seam.
What happens when the bug occurs? Visual Bug; everything works as normal
Have you installed any customization with the game, e.g. Custom Content or Mods? NO
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The newest Patch (1.114.46)

I was wrong, its not limited to female sims but to male sims too. Child, toddlers and infants don't seem to have this issue.

I have the same issue. Infants - Children don't have the neck seamless line but Teens - Elders do have it. I have repaired my game several times. Tried the nvidia profile inspector to have the antiliasing fix on, made changes to the in game settings, and nvidia 3d settings and nothing has worked.
