High level musician can't write or license songs (Option missing)

I am still having issues with this. I am level 10 on piano and level 4 on guitar. It doesn't recognize if I write a song on either. This is so frustrating!

For guitar you def need to level up some more. Think it's 8.

• What level guitar is your Sim at ?

I'm playing through a music career and the option to write songs just isn't there? I've tried different instruments. Still nothing. I can't progress through my sims aspirations with this bug.
