The High School Years EP has been heavily bugged in my game for quite some time now. I have repaired my game constantly, started new save files, removed my ea folder, and everything I could think of....

You should get a popup to ask if you want to attend. At the event you don't have goals as such if you are a YA. You get a notification to take a seat and wait for the speech and to get your diploma when your name is called. If you did not get a diploma at the event you can order it through mail. To get a photo click on the backdrop and choose it there.
If you are still a teenager on graduation I think you have goals there.
but the pop up to attend never happens anymore either. i have to click the calender during the ceremony time and travel there to get it started instead of the pop up coming anymore. it’s like the ceremony code is broken in my game bc it treats it like it never happened. i don’t even get a milestone for graduating anymore. then i had to use the “connections” reward trait in one save just to actually have a career boost.
