[HSY] Homeless, unplayed teen sims never age up

When a teen is part of a not in world household they never become adults. This issue is very annoying because every time my teens age up I need to go around the families and manually age them up. This is made even worse with neighborhood stories because that will move families from houses and put them in not I'm world. The rest of the family will age and die but the teens become effectively immortal.  I dont want the high school populated with the same teens that were there when their grandparents went to school.

If this is expected behavior then it should be a setting.
