[HSY] Homeless, unplayed teen sims never age up

Hey! This has been going on for years and truly ruins the immersion of going through various generations when my grandma's classmate is still in the school cheer team. This needs to be fixed, as there should not be any issues with proper aging. I normally have to go through and either age up every teen on their own, or place the family in a lot, which ultimately ruins the neighborhoods I am building. This means I have no space for the families that I actually want living there because I am accommodating for an EA bug. And this is very frustrating. Thank you.
