[HSY] Homeless, unplayed teen sims never age up

i think my comment was taken here when i had a similar report. here it was written that this problem is related to hsy, and I tested it (with james turner's disable packs tool). i did the same test on base game and just by closing the hsy pack, leaving the other packs open. yes, this problem only occurs with hsy
