Inactive Lots not showing the change I made on Live Mode

Hello Sims 4 Team:

I would like to report a issue that started when I edited one of the lots in Ciudad Enamorada causing inactive lots (the ones around the lot of the active households) to look empty or in their original state as I never made any change on them.

Steps to reproduce the issue:

Ciudad Enamorada

1. Go to Ciudad Enamorada and open the lot "Torres Amanecer" in Build Mode.
2. Buldoze the lot and bring a lot from the Gallery (I used a residential lot created by the user ohh_when).
3. Edit the lot and change it from residential to a residential rental with 3 units.
4. Save the lot.

Once you finish this go to Manage Worlds and you will notice something like this (Blue Square) and the icon looks like a sim is already living there (none of them live there yet):

Opening a Household in Live Mode

1. Go to any other world and open a house hold.
2. Once you open it, you will see that the lots around the active one looks like never been changed. (I have replaced all my lots for other with CC and other stuff).

The lot on the left, looks like the default that comes in the save file, but I replace it with other build.

Note: If you move to that lot, all the changes I made are there.

Open a Lot in Build Mode

1. Move to other world like Newcrest
2. Select a lot and open it in Build Mode
3. Look around

Note; All the lots around are empty as the first day.

Conclusion:

1. Something in the lots in Ciudad Enamorada causes the issue in the rest of the worlds. Specially doing Residential Rentals, so maybe  the problem is there.

Considerations:

1. I use mods, off course.
2. I use one that expand the total amount of residential rental per save. 
3. I use T.O.O.L. and BetterBuild Buy.
4. I have all the expansion packs
5. I have all the content pack except for Trip to Batu.
6. I have almost all the accessory pack excepts for Cristal Creations, My First Pet, Nifty Knitting and Kids Room.
7. I just have a few kits.
