I'm having the same problem (interactions missing on toddlers), except it doesn't just happen after they return from daycare. It happens when traveling with the toddler to another lot too (to visit a residential or a park, those are the ones I've tried). The toddler is also missing the menu for self interactions, I can't click on them at all.
I play on PC. I've deleted the appropriate cache files, I have no mods / cc, I repaired the game and started a new savefile with new sims. It makes no difference. I also have the "toddlers won't eat" bug, and these issues are really making the game unplayable.
