-> I have tested without mods and was able to recreate the issue.
-> It's dragging/placing from the household inventory (which I believe is available only in build mode) that has the issue for me.
-> Placed books disappear from the floor under conditions (I'll get to that shortly)
-> Dragged books do appear to be the same problem you linked: they unselect and do not make a green outline but nonetheless disappear from house inventory. (I missed that they became unselected in my old game because I set the lights to auto and assumed the dark room was why I couldn't see the green outline, and initially assumed that was why I could not see them sitting around on the floor... however I first realized something was wrong in the old game when the floor did not have filled up areas the next book couldn't be set onto.)
Here are the steps I took to reproduce the issue:
1. Make one new sim, put in empty lot, and build house. Buy a bookshelf or two and place in world. I applied homey to the lot (as I always do) and also fox challenge from cottage living, which I have (I don't normally do that), and additionally tiny home (I frequently do that especially on starter sims). Play the game a little, pick a job. When a book is left on a table, have the sim put it in personal inventory in play mode. Also drag others left out to house inventory in build mode. Since they've gotten better at picking up books, it might be needed to interrupt them in order to get books left on surfaces.
2. Try to drag the book from housing inventory to the floor. It doesn't stay selected but doesn't leave inventory. Try to drag the book from sim inventory to the floor. It works. Placing works from both types of inventories.
3. Make a second sim and build a tiny house on another lot. Add bookshelves. Pick homey and whatever else. Play the game a bit, get a couple promotions at work and start working on skill aquisition.
4. Have the two sims meet up, get acquainted, and become partners. Move one (put any work rewards or other items wanted after the move into housing inventory) and combine households.
5. Try to drag or place book from housing inventory to world. The drag fails with deselect bug you mentioned. The place fails even though it made a green indicator that the book would go there: the book immediately disappears. Drag/place from personal inventory, however, does result in a book on the floor.
