It must be something to do with the shader because, taking a look at the mesh in modding tools, the water plane does exist and is textured as well.
ETA: I just changed the shader that the water uses from "BasinWater" to "Water" and it now shows up in game as it is supposed to. Really simple fix that somebody could throw together in five minutes.

So this was maybe a 15 minute fix and not a 5 minute one after all. After making the water surface visible, it became apparent that the water level was too high which resulted in the ripples from the pouring water no longer being visible. To fix that, I edited the mesh in blender for all LODs to make the water level just below the ripple effect.
