Have just started to see this, it seems to be with sims that have moved into household.
My two original sims have completed some goals, including "spend the day" ones, whereas their spouses, who moved in after marriage, cannot, even the easy ones.
"Tell parents you love them" and "connect with family" have been attempted several times, even waited a while as my games notifications seem to lag several in game hours.
