I'm playing through the Grim Repear career and whenever there's a a task to get rid of a ghost in the headquarters or to travel and collect ghost souls, they all look like regular human sims. They also just stand in a line outside of the house, not moving or reacting to anything. All sims in the picture below are supposed to be ghosts.
