I am also having this problem. I was sent to a lot to close fissures and collect souls, and I was confused because I didn't see any ghosts. Eventually I realised one of the three sims on the lot had interactions to collect soul when I clicked on them. The mission was to collect 5 souls however, and after waiting for some time, I realised the other "ghosts" (they look like human sims) were scattered across the entire neighbourhood.
