This is caused by an issue in laundry autonomy, sims can never 'put away' laundry autonomously so it results in maids, bonehilda, butlers etc to not put them away and put them down, but this also influences neighbours and causes them to not be able to put away autonomously. So maxis need to let sims put away laundry autonomously.
