I am having the same issue. My Sim couple's offspring aged from newborn to infant. They have changed the infant normally outside of when they use the changing table, but I had to keep picking up dirty diapers, so I decided to finally add a changing table and diaper pail to the child's room. The changing table in question is CC, and I use mods in my game.
Similar to OP, I received a last exception: AttributeError: 'object_TableChangeDiaper' object has no attribute 'has_buff'.
