I've been having that same problem for a while now. The "order food for your table" and "socialize about meal" goals are not recognized in the GOALS when performed. I'll have both sims perform these actions multiple times but the GOALS will stay at zero. It's irritating because this makes it impossible to earn gold on a date and complete certain aspirations.
