I fixed it in my save multiple times by using the UI Cheats Extension. What I did was to remove all Relationship statuses in both the Sim's Profiles and remove the Relationship Values from the Romance Bar. Then I waited for the popup "Romantic Satisfaction Ends" and then the game has continued as usual for me. I'm not sure if satisfaction ends by itself or if it comes after doing a romantic interaction with the involved sims. The last time I tried this I got the popup after restoring their romance bar and having them kiss.
