You're wrong, toddlers do have facepaint, which is on the make up section.
I'm showing a screenshot from my game that has not yet been updated, and has no mods/cc in it. It shows face paint as greyed out even on that older version of the game. So either if it was possible in the past, it already wasn't possible before Tuesday's (Feb 25) update, at least not in an unmodded game.
You used to be able to put make up on them, i.e, the face sunscreen. It wasn't a mod that provided the option :) The option has been missing for quite awhile now though and if you don't use it I can see how you'd miss it being broken for so long. Similar to how the Vampire and spell caster eye details were broken for almost a year (maybe more) and was recently finally fixed
