The couple eloped after the updated. No wedding was actually held. They got the marriage buffs and a marriage certificate and the sim moved in (as he wasn't part of the household). Then the issue started when the woman of the marriage went to do a custom tattoo and then again when I went to plan the man's outfits. Each time they married they just eloped, received the marriage buffs and a marriage certificate. I can test later on another save.
Would be intersting if it also happens to already married couples.
I gave this a short test with eloping (minus the move in cause they lived together already) and did not see this message.

It did not happen to a previously married couple (who had a wedding)and already lived together but happened to another couple I eloped and moved in together (post update). This happened on a different save file than the one above. I did not get the pop up that they were partners but they are no longer married. I visited the tattoo parlor in Nordhaven, the female that just got married gave a custom tattoo to another household member (her dad). Upon exiting CAS, everyone was invisible (the portraits were grayed out-like they were off the lot). I had to bring a different household member to the lot and then travel back home. Upon arriving home, the female had the option to propose to her "husband that was no longer her husband". I married again and went to a mirror to plan outfits and they were no longer married upon exiting. I'm not sure if the issue is moving in or the custom tattoos.

My sims were already married, went into change sim via the mirror to edit my new child’s outfit, reset to partners 😩 no mods or cc & I play on Xbox

This has happened to my married sims. Since the June 30th update I have experienced the reported issue after loading the household (not CAS specific), even after restarting the game. I received the same pop-up as dishwashersafe received, on a couple of different households, that they were now the partners of each other. Marriage certificates on the wall, or in personal inventory, happened with newlyweds and existing married sims. The milestones are still present in their simology but when viewing the relationship profiles, or family tree, the relationship is no longer listed as spouse and I had to have them remarry. My newly weds eloped and still present the Just Married buff. I play on a PC through the EA platform.
